Our Construction Management Division is separated into three sections: Job-Order Contracting, Design-Build and Construction/ Program & Project Management. HRE provides pre-construction services which entail design reviews, schedules, estimating, and development of project management plans for clients. To the HRE team, management is the complete understanding and effective use of the client's business processes and internal guidelines, standards, and procedures to ensure that the project is successfully scoped, managed and completed.
Structured to foster communication, HRE incorporates the components necessary for effective program management and responsiveness to contract requirements, including corporate commitment, planning, execution, and quality control/assurance. Our corporate philosophy focuses on customer satisfaction by emphasizing quality support - delivered on time at the lowest cost - while being fully responsive to customer needs and requirements.

The following is a list of CM/PM Services provided by HRE, but not limited to the following:
Feasibility Studies - Support client's evaluation of options.
Site Investigation - Assist the design team in learning about the projected project site conditions.
Maintaining Continuous Communication and Oversight - Through continuous oversight of the program control system and regular communication with project team members, the project managers ensure cost, schedule, and technical performance standards are met or exceeded for each task.
Managing Program Control - Our control system is designed to track and control all cost, schedule, and technical elements of contract and task order performance by providing current, accurate information on work progress, staffing, anticipated resource requirements, and other major topics that affect task continuity
Estimating - Develop preliminary budget and help owner manage cost during design and construction.
Value Engineering - Facilitate evaluation of lifecycle cost, quality, durability, and maintainability of the design.
Constructability Analysis - Although examining complexity is part of VE, HRE will take a proactive role in looking at safety, schedule, and ease of construction are part of discussions during design.
Design review - At each points of review, HRE produces a schedule, an estimate, and review comments that look specifically at construction-related and contractual issues. HELP TO MINIMIZE CHANGES IN THE FIELD.

| Scheduling - Assist client in confirming that completion date can be met given the desired scope of work.
Long Lead Item Procurement - Identify items that have to be bought early to arrive at the site in time for installation to meet schedule requirements.
Work Packages - HRE will aid client's development of work packages, after project delivery method is chosen, schedule completions is identified and confirmed and local practices regarding how work is accomplished is understood.
HRE's Construction Management Division has a diverse staff of registered engineers and licensed project managers to supervise all phases of the project.
We utilize Six Sigma quality methodology in managing construction projects as well as the Project Management Institutes methodology to manage the triple constraints of COST, TIME and QUALITY; additionally managing RISK in our project equation.
